If it doesn’t fit in his world-view, it doesn’t matter. Dubya, as a new President, was also clueless, but not because he already had it all figured out.
American policy regarding China has been a hit-and-miss botch. During the Chinese Civil War (as paid for by the USSR), Americans made crucial mistakes that eventually led to Communist victory.
